Frank was born on October 1, 1949, to Richard and Rachel Clark of Meredosia, IL. He graduated from Meredosia-Chambersburg High School in 1967 where he played on the football team and played drums in the band. Frank attended Western Illinois University in pursuit of an engineering degree, but the government intervened in his education in 1969 when he was sent to serve in Vietnam in the 173rd Airborne Brigade. He was also a Lay member of the Society of the Divine Savior and a Freemason.

In 2003, Frank married Sharon Rasmussen and relocated to Phoenix, AZ. Frank and Sharon ultimately settled in Johannesburg, South Africa in 2006.
